The author remains confident that liberal democracies have "an underlying resilience against terrorists attempts to undermine them", that it would be a mistake to exaggerate the importance of terrorism, that democracies should avoid over reliance on the military in dealing with terrorism, and that the rule of law, civil liberties and human rights must be protected. The first edition was published ten months before the 9-11 attacks.
