Considers the tactics and methods used by the insurgents and the scale of their support base. Concludes that the Thai military has improved coordination but is still only reacting to events, that the violence is unlikely to spread outside the southern provinces, that it will probably continue to be directed at Thai targets, and that there is a serious prospect of conditions in the south deteriorating further.
