Based on the Gifford Lectures delivered at the University of Edinburgh in 2003. The book considers the moral dilemmas experienced by liberal democracies in responding to terrorism. Drawing on examples from modern terrorism since the 19th century the author argues that the most potent response to terror has been the use of decisive, direct, but restrained force.
