First it is a quest for reconciliation of intra-regional strife in the form of border and territorial disputes ethnic conflicts, religious prejudices and particularly the fear of smaller states of the bigger states second is to manage those cnflict and prejudices and fear third this is the core of the efforts in the quest for security.
