Discusses the differences between European and American responses to terrorist attacks which, it is said, highlight the underlying differences in strategic culture. Despite recent changes to America's counterterrorism strategy this article suggests that convergence will continue to be difficult because neither the U.S. nor Europe has addressed the connections between terrorism and globalisation.
