The Proliferation Security Initiative (PSI) proposed by the Bush administration in 2003 already has the support of Russia, Japan, and Singapore, and more than a dozen PSI maritime exercises have been held around the world. However PSI has also caused concern because it goes beyond the limits set by international law and in effect bypasses the UN.
