This paper considers the factors that are impeding transformation, ranging from fundamental changes in military doctrine to the substantial additional investments necessary. Concludes that despite thier best efforts most countries in the region will not move beyond "modernization-plus" for some time, although even this level of change may have repercussions for regional security and stability.
