Cyber risk logics refer to the underlying principles and frameworks that guide the assessment and management of cyber risks. In the context of international affairs, two distinct logics can be discerned: a threat-oriented logic, which views risk as potential threats, and a systems-oriented logic, which views risk as a function of complex systems and their interactions.
