The author was chief weapons inspector of UNSCOM (the United Nations Special Commission) which was established in April 1991 by UN Resolution 687. UNSCOM was to verify that Iraq fully complied with the requirement to disclose to the UN a complete list of its stockpile of weapons of mass destruction, their components, and their means of production. Based on his experiences Ritter presents a picture of Saddam Hussein, his rise to power, his ruthless hold on the military, his wars, and the ultimately unsuccessful efforts of UNSCOM to discover hidden weapons facilities. Ritter also proposes a way forward for the USA to resolve difficulties over Iraq.
