From Rwanda to Bosnia to Kosova and beyond, devastating human tragedies have 'shredded the complex fabric of communities and nations' and, too often, the international response has been ineffective. The author has worked as an on-site consultant in many of these areas of 'complex emergency', and provides an analysis of the nature of conflicts, forced migration and the return of refugees to communities in conflict. She also shows how the international community can be more effective, beyond leadership agreements and immediate relief needs, in assisting community rehabilitation and the long-term process of recovery.
