This report aims to delineate the challenges facing the US Air Force below the level of major conflicts - i.e. those challenges posed by Military Operations Other Than War (MOOTW). Based on analysis of Operations between 1916 and 1996, the report investigates which MOOTW have been most stressful; whether any have hindered training and lowered readiness; how these effects can be minimized; what tasks the Air Force might be assigned in future MOOTW; and how capabilities can be enhanced to accomplish these task.
