Analyses the role played by arms control in bringing to an end the Cold War in Europe through stabilising and defusing military competition between NATO and Warsaw Pact forces. Critically assesses the possibilities for using a similar approach to defusing the dangerous tensions in the Korean peninsula. Looks in particular at how the European model worked for the then divided Germany and the extent to which these lessons might be applicable in Korea. Finally attempts to develop a theoretical framework for arms control on the basis of regional and Korean security situations.
