Summary: Notes that official development assistance (oda) has becomes less important for developing countries as economic openness and multilateral bank lending have increased. As a consequence, countries which do not support open policies will disadvantage themselves by relying on declining oda funds. Following the effects of the Asian economic crisis the book recommends the reassessment of APEC oda funding as a means of supporting infrastructure development.
