Despite the US military's exemplary set of rules governing both race relations and gender discrimination, it has experienced repeated sex scandals and lingering racial tensions. This paradox can be explained by the institutional culture; the norms and daily practices of military life which may condone and even encourage continued harrassment and discrimination. Suggests that recruiting from an increasingly diverse demographic pool may improve future prospects, but must be accompanied by changes in military culture.
