The Dayton Accords which brought the war in Bosnia to an end in 1995 were intended to reconstitute the Bosnian state and consolidate it through a process of democratisation. In reality political accountability and autonomy are even less well developed than they were before the war began. Concludes that international involvement in Bosnia has less to do with establishing democracy and more to do with setting up new mechanisms for global co-operation after the end of the Cold War.
