A comprehensive account of the consequences of international intervention in Iraq during the 1990s and of the complicated political context that has shaped international policy and Iran's response to it. During the 1990s Iraq has been the target of military attacks and of the protracted economic sanctions which were imposed in the immediate aftermath of the 1991 Gulf War. These sanctions were accompanied by efforts to provide aid to the Iraqi people and to protect them against human rights abuses by the Saddam regime. Attempts to determine what the outcome of these efforts has been and what lessons can be drawn from the experience.
