Report prepared in response to a decision taken by member governments of the Commnowealth Secretariat. There are 31 small state (population up to 1.5 million) in the Commonwealth and they share characteristics which render them vulnerable including political, economic, social, and environmental aspects. This report identifies these characteristics and the threats to which small states are more susceptible than larger ones. The report then goes on to provided a series of action points to counteract vulnerabilities.
