The indepedence movement in Taiwan has steadily been gaining ground over 15 years. China hoped that the 2000 election was an anomaly but the 2004 elections suggest otherwise. Independence is not inevitable as China has not changed in any way its policy of reunification at any cost. Cross strait tensions remain high and the 2008 Olympic Games may be no more than a distraction as far as China is concerned. This article considers how each sides position may evolve and what U.S. policy should be.
