The Common Foreign and Security Policy (CFSP) developed from the European Union's Intergovernmental Conference of 1991-92 has proved something of a disappointment. The 11 essays presented here examine the CFSP, focusing in particular on ares of 'joint action', including EU policy during the break-up of the former Yugoslavia, arms control and the Middle East Peace process.
