In: Proceedings US Naval Institute January 2022, pp.56-62(86)Summary: About how in the 1970s US Navy have had to change since the Vietnam War of the 1960s it had racial issues and tensions and drug abuse was rampant. Also, now their strategy was deterrence against the Soviets. In the 1980s Ronald Reagan came into power and it was a period of "peace through strength". Forward exercises were conducted and were able to develop counter measures against Soviet naval strategy and policy.
