In policy synthesis, the upper government determines instruments for each element of a national policy by communicating with and learning from the experiences of local governments and then synthesizes the policy elements by conducting large-scale experiments. This study analyzes the experimentation of the Chinese New Cooperative Medical Scheme as a case to demonstrate the feasibility of applying policy synthesis.
