Recommends some alterations to America's defence strategy and budgets with the objective of making enough savings in weapons programmes to fund at least 40,000 more ground troops. The final chapter covers some future conflict scenarios that might involve the U.S. military. These include war in Korea, war between China and Taiwan, stabilisation of a large country such as Congo or Indonesia, and a coup in Saudi Arabia.
