Argues that weak or failed states are the source of many of the world's most serious problems. Considers the causes of contemporary state weakness and goes on to identify why simply transferring institutions that are effective in one country to another one are unlikely to be successful. Concludes that developing countries need strong and effective state structures within a limited scope for the concept of state identity and sovereignty to be valid.
