Study of the trends in China's military modernization tat is intended to avoid the wide and unfounded swings that characterized similar judgments of Soviet capabilities during the Cold War. The task force considered the military and the wider economic, political, and technological context shaping Chinese military modernization. Concludes that despite modernization the Chinese military is at least two decades behind the United States in terms of military technology and capability, and the balance is likely to remain in favour of the USA even beyond that.
