The United States and Latin America are developing greater economic integration but at the same time the security situation in a number of countries in the region has got worse. The US has changed its approach to Columbia from a purely counternarcotics policy to more comprehensive support for national security. This paper looks at the problems that need to be overcome in the context of a weak state with ungoverned space, a situation made worse by large scale international organised crime and illegal drugs.
