In essence the Arab Spring is an on-going process to replace authoritarian regimes with more representative forms of government and give human rights a higher profile. Notes that progress has been patchy and some authoritarian states have yet to change; also notes that the process raises "difficult political questions about what has happened and what ought to be done" in terms of intervention, security, international relations, and foreign policies of and towards the new Middle East.
