As a consequence the US expects Europe to deal with problems in the middle east and Africa. However many Europeans do not share America's enthusiasm for war, and national politics can constrain pan European action. These three short papers "Washington's call to arms", "Caught in the headlights", and "Count France in" provide some background and an outline of some of the challenges facing Europe.
