Discussion of Japan's policy towards North Korea. Argues that Japan is very unlikely to develop nuclear weapons, but neither is it wholly reliant on the United States. Under a policy of responsive engagement Japan pursues its own interests but naturally the Japan-US alliance is a significant factor.
