Many analysts believe that proliferation of cruise missile technology outside the technologically advanced nations is inevitable in the 21st century and that this will have serious implications for strategic security. This paper argues that steps need to be taken to slow down proliferation and at the same time to develop effective countermeasures for cruise missiles including those with stealth, ECM, and terrain hugging features.
