Discusssion of the problems posed by violent internal conflict. Draws on a wide range of examples but with particular reference to Northern Ireland. Identifies various countermeasures under the headings criminal law, political crime, internal war, and countermeasures outside the law. The conclusion establishes violent politics as a kind of midpoint between politics and war, and argues that this is not only normal but that to ignore the truth of this is illusory.
