Brunei's first defence white paper published at the same time as Defence Strategic Plan 2011. The white paper sets out the role of the armed forces in defending and supporting the nation, the potential threats and how they can be faced, the need for changes in planning and budgeting, planned integration of command, control, and commnications in JOC (Joint Operational Control), improved human resource management and development, an enhanced role for the reserve forces, and the development of a military religious unit.
