This volume covers the formulation of policies and decisions during 1967-1968, the period when US military escalation culminated. The author notes in his preface that he substantially revised the original edition to take account of information that was not then available (such as the Pentagon Papers) including information from Vietnam subsequently made avialable in English. Covers Rolling Thunder and the Tet Offensive.
