Summary: Collection of papers that address first the emerging strategic environment in Europe and the Middle East and second the current nature and structure of the US military. Two problems are identified: the prospects for sustained long term peace in areas such as the Balkans or the Middle East appear worse than they did ten years ago, and the US military has not so far adapted to the radical changes arising from the end of the Cold War. The overall proposition is that large scale warfare has occurred throughout history, it is therefor foolhardy to assume that it will not occur again.
