Sets out several different security environments which the United States might face in the first quarter of the twenty first century. These deliberations are presented as 4 strategic paradigms for 2025. conclusions and recommendations for U.S. foreign policy and defence planning are then given. The work was supported by the Institute for Foreign Policy Analysis.
