Rice prices more than doubled between 2007 and 2008. This paper looks at the effectiveness of regional efforts to create rice reserves (e.g. ASEAN Emergency Rice Reserve), proposes a global food reserve as an alternative to regional reserves, and suggests other measures to improve rice production and match supply and demand.
