However according to this article strategy has not translated well into American foreign policy. Suggests that the Bush administration has been wrong in thinking of terrorism as analogous to communism or fascism; second it has failed to de-legitimize terror focussing instead on regime change; and third interventions directly linking anti-terrorism and democratic revolution in the Middle East are high cost and high risk.
