Based on a content analysis of Chinese public statements, China's three key foci regarding reform are namely, the issue of systemic reform, regional representation and the timetable of reform. In general, China tries to balance legitimacy and efficiency with regard to UN Security Council reform, which mostly comes from its domestic experiences in economic reform and traditional Chinese philosophy called 'Zhongyong dialectics'.
