Summary, etc. The foreign policies and relations of four countries - India, Pakistan, China and the USA - dominate the security of South Asia. Public pronouncements by the leaders of these countries focus on peaceful development, but this article points out the reality is different as "... all four states are committed to expanding reliance on military competition" and are effectively involved in preparing for war. Argues that these preparations are costly and in making such expenditures governments are failing to meet the practical needs of the populations of South Asia that they claim to represent.
