It suggests that they are best characterised as a third, distinct species. Waxman, 'Counterterrorism and an imaginative right-based approach' by Frederic Bernard. These commentaries provide a platform for dialogue that looks in the ways terrorists should be viewed and treated. A final comment by Amitai Etzioni is then presented after these 4 commentaries to summarise this subject.
