However there is a growing willingness particularly in the 'effects-based' school to target civilian infrastructure to influence public opinion against continuing a conflict. This article considers the apparent paradox and assesses the legal and moral implications of such attacks. Concludes that they are not consistent with international law, not ethically sound, and would have negative political effects on any country using the strategy.
