New world disorder : different types of ungoverned territories warrant different responses / Angel Rabasa - 2007

Ungoverned territories should be a matter of concern because of their potential as sources of terrorism and transnational crime. In essence ungoverned territories are areas where state authority is limited or non-existent. This article reports a more detailed study separately published by RAND that looks at characteristics of ungoverned territories, what makes terrorism and crime more likely in such areas, and what can be done to improve matters.
