Comparative study of organizational learning by drug smuggling organisations in Columbia, terrorist groups including al Qaeda, and the law enforcement agencies that try to counter them. In particular looks at the evolutionary dynamic in which both parties learn from experience and adapt accordingly and considers why the smugglers and terrorists appear to have the advantage. Finds that one of the main reasons the drug smugglers and terrorists can continue to operate is their capacity to adapt quickly to changing circumstances. By contrast law enforcement agencies have to contend with bureaucracies and also with policy makers who apply and reapply strategies without questioning whether they are likely to achieve the desired results. This is a very good study that explains why decisive victories against illegal drugs and terrorism have yet to be achieved.
