Recent arms acquisition programmes in Southeast Asian states have caused concern that a new arms race may be in progress. However as this article point out, there are benign explanations: some countries need to deal with internal problems, while others are seeking enhanced international roles and security. The rise of China does cause concern but China has moved to build economic and political ties.
