The future of globalization - will it continue to spread or will it be constrained - is the chief concern of naval planners when looking at models of naval development. This article looks at two models of naval development (modern, based on the Westphalian state system, and post-modern, having an internationalist collaborative and collective world outlook). Discusses the implications of the two models for developing and maintaining a balanced fleet.
