The ten year old Chemical Weapons Convention (CWC) contains a loophole relating to riot control which is being exploited by various countries (including the USA) to enable them to continue to use and develop chemical agents for riot control purposes. This paper calls on the international community to abide by the objectives of the CWC to completely eradicate chemical weapons.
