Article based on Prof Halliday's address to RUSI's transnational terrorism conference 10 Nov 2006. Among several important points raised are that Islamic terrorism occurs largely within Muslim states, that attacks in the West are designed to effect change in Middle Eastern countries rather than to convert the West to Islam, that the West must accept that there are limits to diplomatic influence, and internal conflicts should mainly be allowed to resolve themselves.
