Critical analysis of the underlying problems in the CIA as a result of which the organization managed to loose track of three suspected al-Qaeda operatives who were travelling from Kuala Lumpur to Bangkok on 8 January 2000. Two of the suspects subsequently took part in the 9-11 attacks, and the third planned the attack on the USS Cole.
