As a nation the United States has a long tradition of, and predilection for, technological solutions to problems including security matters. While this implies change paradoxically technology has sometimes been used by the armed forces to maintain status quo. This article explains why the USA embarked on military transformation and argues that innovation and transformation are now institutionalised in American government and the military bureaucracy.
