Will the global war on terrorism be the new Cold War? / Barry Buzan - 2006

The Bush administration is trying to portray the war on terrorism as a long term effort requiring sustained mobilization to defeat an implacable foe. This would benefit Washington by reasserting U.S. dominance and leadership. This article argues that such an outcome is not likely for several reasons, not least being that the liberal values would be eroded by the measures supposedly taken to protect them.
