The evolution of preventive diplomacy in the ASEAN Regional Forum : Takeshi Yuzawa - 2006
Since its inception in 1994 the ARF has declared its intention to play a role in preventive diplomacy. This article argues that ARF's potential to establish meaningful preventive diplomacy mechanisms is likely to remain highly limited unless it departs from the rules of the "ASEAN way" of institution building.
